The United States says it is considering seeking United Nations sanctions against North Korea following talks with Pyongyang over its nuclear programme.
The presidential spokesman, Ari Fleischer, said Washington would seek the opinion of other countries on the issue.
In the past, North Korea has said that international sanctions would constitute a declaration of war.
During talks in China this week, Pyongyang revealed it had nuclear arms and was processing fuel into weapons-grade material.
